Vanuatu Citizenship by Investment: Your Complete 2026 Guide

Vanuatu has a reputation as the fastest citizenship by investment program going. Mostly, that’s earned. But it comes with a catch that plenty of sales pages skip, and we’ll cover it properly below.

Vanuatu is a Pacific island nation, and it has run an official citizenship program since 2017. For UAE and GCC residents it’s a practical option to look at, because you never have to move there and the biometrics step can happen in Dubai. So what exactly is the program, how does it work from the Gulf, and what does the passport really get you? Let’s go through it.

What Is Vanuatu Citizenship by Investment?

The official name is the Development Support Program, or DSP. You make a non-refundable contribution to the Vanuatu government. The government checks you and your family. If everything clears, you become a citizen. A body called the Citizenship Commission runs the process, and the program has been in place since 2017.

A lot of people search “buy Vanuatu passport.” Fair shorthand, but there’s no shop counter involved. Every applicant goes through background checks, and applications do get refused. Money alone won’t get anyone approved.

Why UAE and GCC Residents Look at Vanuatu

A few things make it appealing from the Gulf:

  • Speed. Official processing is quoted in weeks, not years.
  • No move required. You don’t have to live in Vanuatu, before or after approval.
  • Dubai is on the map. Biometrics are mandatory, and the Vanuatu office in Dubai can take them, so there’s no trip to the Pacific.
  • Family can come along. Spouse, children, and in some cases parents.
  • You keep your current nationality. Vanuatu allows it, though your home country’s own rules still apply.
  • No personal income tax in Vanuatu, although citizenship by itself doesn’t change where you pay tax.

Most applicants from the Gulf keep living exactly where they live now. The passport sits in a drawer until they need it.

How the Program Works: DSP and CIIP

Two routes exist. The DSP is the main one, and it’s what most people mean by Vanuatu citizenship by investment. It’s a straight contribution to the government. No property to buy, no business to run, nothing to manage afterward.

The second route is the CIIP, short for Capital Investment Immigration Plan. Part of the money is a contribution and part goes into an investment you can get back, typically agricultural projects such as coconut and coffee. The CIIP has been suspended and relaunched in recent years, so its terms keep shifting. We check where it stands before we suggest it to anyone.

Every application goes through a government-designated agent. You can’t file on your own. Due diligence runs through Vanuatu’s Financial Intelligence Unit and the Citizenship Commission, and it covers everyone on the application, adults and children alike.

What the Vanuatu Passport Can and Can’t Do

Now the catch. Vanuatu no longer gives you visa-free entry to Europe or the UK.

The UK ended visa-free travel for Vanuatu passports in July 2023. The EU suspended it in stages, then ended it for good at the end of 2024. The visa requirement now applies to every Vanuatu passport, whenever it was issued.

What’s left is still useful. On the Henley Passport Index, the Vanuatu passport opens around 88 destinations in 2026. Singapore and Hong Kong are on the list, along with most of the Caribbean and the Pacific. Some agent websites quote 110 or more, but those numbers usually count eVisa countries too. Treat the lower figure as the safer one.

Who Vanuatu Suits, and Who Should Look Elsewhere

Vanuatu works well when speed is the priority. It also suits you if you want a legal fallback nationality, and if most of your travel and business is in Asia or the Pacific. Got a deadline? A quick, light-touch program makes sense.

It works less well if your main goal is Europe or the UK. In that case, other programs deserve a look first. The Caribbean ones still carry visa-free access to both, and we cover them in our Caribbean citizenship by investment guide.

Not sure which side you fall on? That’s a ten-minute conversation, and it’s much better to have it before you pay anything.

How Much Does Vanuatu Citizenship Cost?

Two things drive the price: how many people are on the application, and which passport you hold now.

Family size comes first. The base package covers the main applicant plus a small family group, and each extra dependent adds to the total. Adding someone after approval costs more again. So if you might want a family member covered, it’s cheaper to include them at the start.

Nationality matters too. Some passports need heavier checks, and that can change the fees. A few nationalities face restrictions or tougher scrutiny altogether. If you hold one, say so early.

Due diligence fees are non-refundable, and so is the DSP contribution once it’s paid. We won’t print figures here. They’ve moved up over the past year and they’ll move again. Ask us, and we’ll give you what’s current for your family and your passport.

How Long Does It Take?

Vanuatu citizenship application process from first call to passport, with biometrics in Dubai

On paper, Vanuatu is quick. The government quotes 30 to 60 days once a complete file is submitted. In practice, the paperwork around it eats the time: attesting documents, collecting police certificates, answering due diligence questions. For planning purposes, we tell clients to expect four to eight months from first call to passport in hand.

If it comes in quicker, great. Plan around the longer end and you won’t get caught out.

The Application Process

The details shift a little with each case, but the path looks like this:

  1. We start with a short call about your passport, your family and your goals, then confirm Vanuatu actually fits.
  2. Documents come next: passports, police clearances, proof of funds, civil certificates.
  3. The file goes to the government through a designated agent.
  4. Due diligence follows, run by the Financial Intelligence Unit and the Citizenship Commission on every applicant.
  5. Once approved in principle, you pay the contribution.
  6. Biometrics are mandatory for everyone on the application, whatever their age. In Dubai, the Vanuatu office handles this. You then take the oath of citizenship, and you’ve got roughly three months after approval to finish it. Miss that window and the approval can lapse.
  7. The citizenship certificate arrives, and the passport follows.

Documents You’ll Need

Plan on passports for everyone, birth and marriage certificates, police clearances from every country you’ve lived in, a medical report, and proof of where your money came from. Anything issued abroad needs apostilling or attesting.

If you’re applying from the UAE or another GCC country, attestation is where time disappears. Start it before anything else.

Common Mistakes

Assuming Vanuatu opens Europe is the big one. It doesn’t. Plenty of older sales pages still say it does, so check any claim against the Henley index and the UK and EU rules themselves.

Budgeting for the main applicant only catches people out too. Dependents add to the bill, and adding them after approval costs even more.

Then there’s the oath deadline. Let that roughly three-month window slip and the approval can expire, which means starting again.

Skipping the nationality check is another. A few passports are restricted or face extra scrutiny, and finding that out late is expensive, since due diligence fees aren’t refunded.

Unlicensed agents cause trouble as well. Applications have to go through a designated one.

And citizenship isn’t a tax plan. It doesn’t change where you’re tax resident, so get proper tax advice before you assume anything.

Do I need to prove where my money comes from?2026-10-14T07:35:18+00:00

Yes, every time. Everyone on the application has to show the source of funds, with documents to back it up. Clean, well-documented funds are the biggest factor in how smoothly due diligence goes.

What happens if my application is rejected?2026-10-14T07:35:00+00:00

Due diligence fees are non-refundable, and the contribution only comes after approval in principle. A rejected application means losing the checking fees, not the main payment. Honest answers up front are the best way to avoid that.

Whatโ€™s the difference between the DSP and the CIIP?2026-10-14T07:34:40+00:00

The DSP is a straight contribution to the government. The CIIP splits the money between a contribution and an investment you can get back. The CIIPโ€™s terms have shifted in recent years, so we check where it stands before recommending it.

Can my children inherit Vanuatu citizenship?2026-10-14T07:34:22+00:00

Generally yes. Citizenship can pass to children, and dependent children can join the application too. The details depend on their age and your situation, so we confirm them case by case.

Will it affect my UAE residence visa?2026-10-14T07:34:05+00:00

In most cases, no. Your UAE residence stays linked to the passport you used to get it, so keep that passport valid. A Vanuatu passport adds a nationality. It doesnโ€™t replace the one your life in the Gulf runs on.

Is a Vanuatu passport accepted worldwide?2026-10-14T07:33:48+00:00

Itโ€™s a valid passport issued by a sovereign state, so border officers treat it like any other. What changes by country is whether you need a visa. Thatโ€™s why the travel access section matters: check the destination before you book.

Does Vanuatu citizenship mean I pay no tax?2026-10-14T07:33:34+00:00

Vanuatu has no personal income tax, but citizenship alone doesn’t change your tax residence. Talk to a tax adviser before you decide anything.

Can my family be included?2026-10-14T07:33:15+00:00

Yes. Spouses and children can join, and in some cases parents too, with conditions. Adding people later costs more than including them at the start.

How long does it take?2026-10-14T07:33:02+00:00

The government quotes 30 to 60 days for processing. Once documents and checks are included, plan on four to eight months from start to passport.

Who can apply?2026-10-14T07:32:40+00:00

Most nationalities can. A few face restrictions or extra checks. Tell us your passport early and we’ll confirm where you stand.

Can I travel to Europe or the UK without a visa?2026-10-14T07:32:23+00:00

No. Both require a visa for Vanuatu passports now.

Can I keep my current citizenship?2026-10-14T07:32:07+00:00

Vanuatu allows it. Your home country has its own rules, though, and some GCC countries restrict holding another nationality. Check yours before you apply.

Do I need to live in Vanuatu?2026-10-14T07:31:53+00:00

No, not before approval or after. You do need to give biometrics, and the Vanuatu office in Dubai can take them.

Is Vanuatu citizenship by investment legal?2026-10-14T07:31:28+00:00

Yes. It’s an official government program, set up under Vanuatu law and run by the Citizenship Commission. Applications get vetted, and some are rejected.
