Both let you become a citizen through investment. Both skip the residency requirement. Past that, they’re quite different, and some of those differences have shifted a lot over the last two years.

So which one fits you? It depends on where you travel, who’s on the application, and how much risk you’re comfortable with. We’ll go through all of it, starting with the basics of holding more than one nationality.

What Is Dual Citizenship?

Dual citizenship means you hold two countries’ citizenship at the same time. You’ll also see it called dual nationality or double nationality, and multiple citizenship when it’s more than two. Same idea, different labels. Some people say dual passport, which is just the paper side of it, and a few forms use “dual national citizenship.” They all mean one thing.

Plenty of people want it. A second passport can make travel easier, give you a fallback if things change at home, and open doors for your kids’ schooling or your business. For many people in the Gulf, there’s another reason. A residence visa lasts only as long as the job or the sponsor does. A citizenship doesn’t.

Is Dual Citizenship Allowed? Check Your Home Country First

This is the step people skip. Some countries allow dual citizenship freely. Others restrict it, and a few take your citizenship away if you pick up another one voluntarily. India is a well-known example, since it doesn’t recognise dual citizenship. Several Gulf states also restrict it or ask for government permission, so GCC nationals especially need to check their own law first.

The rule that matters is your home country’s, not the Caribbean’s or Vanuatu’s. Both programs let you keep your current nationality. Whether your own government lets you is a separate question, and it’s the first thing we ask on a consultation. Unsure? Talk to a lawyer back home before you pay for anything.

How Do You Get a Second Passport?

Most people end up on one of four roads. Descent works if a parent or grandparent held another country’s citizenship. Marriage can work too, with a qualifying relationship and some waiting time. Naturalization means living somewhere for years, often five to ten, and then applying. And then there’s investment.

Descent and marriage depend on your family story, and naturalization takes a long time. That leaves investment as the one route you can plan around today.

Second Passport by Investment: How It Works

Second citizenship by investment, usually shortened to CBI, is a government program. You put money into the country, pass due diligence, and become a citizen. No years of residence first. Two groups of countries dominate: five Caribbean islands (Dominica, Antigua & Barbuda, Grenada, Saint Lucia, and St Kitts & Nevis) and Vanuatu in the Pacific.

Every application goes through a licensed agent, and governments turn down applicants who don’t clear the background checks. It isn’t a shop counter. That’s the big draw. But the Schengen part is now conditional.

At the end of 2025, the EU changed its rules so that running a citizenship by investment program can, by itself, be grounds for suspending visa-free travel. According to Antigua and Barbuda’s government, the European Commission has asked the five Caribbean countries to wind their programs down by June 2028. Any suspension would still need a separate EU decision, and none has been announced. The Commission’s next report is due in December 2026. The US has also tightened some visa rules for Caribbean CBI countries this year, so check your destination against your specific passport.

Vanuatu has already been through this. The UK ended visa-free travel in 2023, and the EU ended it for good in late 2024. What’s left is around 88 destinations on the Henley Passport Index, including Singapore and Hong Kong.

So today, a Caribbean passport gets you further. But if Europe is the main reason you want a second passport, don’t build your plan on any CBI passport. Treat Schengen access as a bonus that could change.

Speed and Process

In our experience, both take roughly four to eight months from first call to passport in hand. Vanuatu’s government quotes 30 to 60 days for processing, but the paperwork around it, like attestation and due diligence questions, takes the rest.

The process differs in a few places. Vanuatu requires biometrics from everyone on the application, whatever their age, and its Dubai office takes them. Caribbean requirements vary by country. St Kitts & Nevis, for one, requires biometrics as of 2026.

What Drives the Cost

The two drivers are the same in both programs: how many people are on the application, and which passport you hold now. A bigger family costs more. Adding someone after approval costs more again, so include everyone you might want covered at the start. Some nationalities need heavier checks, which can change the fees or even rule a program out.

We won’t print figures here, since they move. The Caribbean gives you five programs with different structures to shop between, while Vanuatu is a single program. Ask us for current numbers for your family and your passport.

Travel access today matters, especially the UK

You have a large family, or US business plans (Grenada has a path to the US E-2 Investor Visa)

You’d like a choice of programs and routes, including real estate or a bond option

You can live with the chance that Schengen access changes

Vanuatu tends to suit you if:

Speed and simplicity come first

Most of your travel and business is in Asia and the Pacific

You want one clear program, with biometrics done in Dubai

Europe isn’t why you’re doing this

There’s a third option too. If your real goal is living or studying in Europe, a CBI passport isn’t the right tool, but we also help with residency in Portugal, Spain, Malta and Greece. A residency permit, with a route to citizenship later, rests on firmer ground. Our European residency guide covers each one. And if your home country doesn’t allow dual nationality, sort that out before anything else.

It exists for Caribbean passports today, but it isn’t guaranteed.

Assuming your home country allows dual citizenship catches people out too. Check first, because losing your original citizenship is a steep price.

Choosing on speed alone is another trap. Both programs take months, and a few weeks’ difference rarely matters more than where you’ll actually use the passport.

Then there’s budgeting for one person. Families add up fast, and adding people late costs more.

Unlicensed agents cause real trouble. Both programs require a designated or authorized agent.

And attestation takes longer than people expect from the UAE and GCC side. Start it early.

Mostly, that’s earned. But it comes with a catch that plenty of sales pages skip, and we’ll cover it properly below.

Vanuatu is a Pacific island nation, and it has run an official citizenship program since 2017. For UAE and GCC residents it’s a practical option to look at, because you never have to move there and the biometrics step can happen in Dubai. So what exactly is the program, how does it work from the Gulf, and what does the passport really get you? Let’s go through it.

What Is Vanuatu Citizenship by Investment?

The official name is the Development Support Program, or DSP. You make a non-refundable contribution to the Vanuatu government. The government checks you and your family. If everything clears, you become a citizen. A body called the Citizenship Commission runs the process, and the program has been in place since 2017.

A lot of people search “buy Vanuatu passport.” Fair shorthand, but there’s no shop counter involved. Every applicant goes through background checks, and applications do get refused. Money alone won’t get anyone approved.

Why UAE and GCC Residents Look at Vanuatu

A few things make it appealing from the Gulf:

Speed. Official processing is quoted in weeks, not years.

No move required. You don’t have to live in Vanuatu, before or after approval.

Dubai is on the map. Biometrics are mandatory, and the Vanuatu office in Dubai can take them, so there’s no trip to the Pacific.

Family can come along. Spouse, children, and in some cases parents.

You keep your current nationality. Vanuatu allows it, though your home country’s own rules still apply.

No personal income tax in Vanuatu, although citizenship by itself doesn’t change where you pay tax.

Most applicants from the Gulf keep living exactly where they live now. The passport sits in a drawer until they need it.

The DSP is the main one, and it’s what most people mean by Vanuatu citizenship by investment. It’s a straight contribution to the government. No property to buy, no business to run, nothing to manage afterward.

The second route is the CIIP, short for Capital Investment Immigration Plan. Part of the money is a contribution and part goes into an investment you can get back, typically agricultural projects such as coconut and coffee. The CIIP has been suspended and relaunched in recent years, so its terms keep shifting. We check where it stands before we suggest it to anyone.

Every application goes through a government-designated agent. You can’t file on your own. Due diligence runs through Vanuatu’s Financial Intelligence Unit and the Citizenship Commission, and it covers everyone on the application, adults and children alike.

Vanuatu no longer gives you visa-free entry to Europe or the UK.

The UK ended visa-free travel for Vanuatu passports in July 2023. The EU suspended it in stages, then ended it for good at the end of 2024. The visa requirement now applies to every Vanuatu passport, whenever it was issued.

What’s left is still useful. On the Henley Passport Index, the Vanuatu passport opens around 88 destinations in 2026. Singapore and Hong Kong are on the list, along with most of the Caribbean and the Pacific. Some agent websites quote 110 or more, but those numbers usually count eVisa countries too. Treat the lower figure as the safer one.

Who Vanuatu Suits, and Who Should Look Elsewhere

Vanuatu works well when speed is the priority. It also suits you if you want a legal fallback nationality, and if most of your travel and business is in Asia or the Pacific. Got a deadline? A quick, light-touch program makes sense.

It works less well if your main goal is Europe or the UK. In that case, other programs deserve a look first. The Caribbean ones still carry visa-free access to both, and we cover them in our Caribbean citizenship by investment guide.

Not sure which side you fall on? That’s a ten-minute conversation, and it’s much better to have it before you pay anything.

→ Find Out If Vanuatu Fits Your Plans

How Much Does Vanuatu Citizenship Cost?

Two things drive the price: how many people are on the application, and which passport you hold now.

Family size comes first. The base package covers the main applicant plus a small family group, and each extra dependent adds to the total. Adding someone after approval costs more again. So if you might want a family member covered, it’s cheaper to include them at the start.

Nationality matters too. Some passports need heavier checks, and that can change the fees. A few nationalities face restrictions or tougher scrutiny altogether. If you hold one, say so early.

Due diligence fees are non-refundable, and so is the DSP contribution once it’s paid. We won’t print figures here. They’ve moved up over the past year and they’ll move again. Ask us, and we’ll give you what’s current for your family and your passport.

The government quotes 30 to 60 days once a complete file is submitted. In practice, the paperwork around it eats the time: attesting documents, collecting police certificates, answering due diligence questions. For planning purposes, we tell clients to expect four to eight months from first call to passport in hand.

If it comes in quicker, great. Plan around the longer end and you won’t get caught out.

The Application Process

The details shift a little with each case, but the path looks like this:

We start with a short call about your passport, your family and your goals, then confirm Vanuatu actually fits.

Documents come next: passports, police clearances, proof of funds, civil certificates.

The file goes to the government through a designated agent.

Due diligence follows, run by the Financial Intelligence Unit and the Citizenship Commission on every applicant.

Once approved in principle, you pay the contribution.

Biometrics are mandatory for everyone on the application, whatever their age. In Dubai, the Vanuatu office handles this. You then take the oath of citizenship, and you’ve got roughly three months after approval to finish it. Miss that window and the approval can lapse.

The citizenship certificate arrives, and the passport follows.

Documents You’ll Need

Plan on passports for everyone, birth and marriage certificates, police clearances from every country you’ve lived in, a medical report, and proof of where your money came from. Anything issued abroad needs apostilling or attesting.

If you’re applying from the UAE or another GCC country, attestation is where time disappears. Start it before anything else.

Common Mistakes

Assuming Vanuatu opens Europe is the big one. It doesn’t. Plenty of older sales pages still say it does, so check any claim against the Henley index and the UK and EU rules themselves.

Budgeting for the main applicant only catches people out too. Dependents add to the bill, and adding them after approval costs even more.

Then there’s the oath deadline. Let that roughly three-month window slip and the approval can expire, which means starting again.

Skipping the nationality check is another. A few passports are restricted or face extra scrutiny, and finding that out late is expensive, since due diligence fees aren’t refunded.

Unlicensed agents cause trouble as well. Applications have to go through a designated one.

And citizenship isn’t a tax plan. It doesn’t change where you’re tax resident, so get proper tax advice before you assume anything.

CBI stands for citizenship by investment. You invest in a country. In return, you get citizenship. That’s the whole idea.

This isn’t a loophole. Each of the five countries has it written into law. Each one runs a government unit that handles these applications. St Kitts & Nevis started it in 1984 — the first modern CBI program anywhere. The industry’s been around for over forty years now.

“Buy Caribbean citizenship” and “buy a Caribbean passport” get searched constantly, and fair enough, but the phrasing’s a little off. Nobody hands over cash and walks out with a passport that same day. The government reviews the application first, runs due diligence and background checks, and only approves it once that’s done. Even so, the end result lands pretty close to what people mean by “buy” — a second nationality through investment instead of years spent actually living somewhere.

Why UAE and GCC Residents Choose Caribbean Citizenship

A Gulf residence visa only takes you so far. A Caribbean passport fills some real gaps:

Visa-free or visa-on-arrival access to 140+ countries, including the UK, Schengen Europe, Singapore, and Hong Kong. Most GCC visas don’t open these doors.

No residency requirement on several programs. You may never need to visit the island.

Full citizenship, not a renewable permit. It lasts for life, and your children inherit it too.

Speed. Most other naturalization routes take five to ten years. This one takes months.

Room for family. Spouses, children, and often parents and siblings can join, depending on the program.

Most Gulf-based investors aren’t planning to relocate. Think of it more like insurance. It sits alongside UAE residence status rather than replacing it.

All five programs now share a minimum investment floor. Regulators in the US and EU pushed for this between 2024 and 2026, aiming to tighten due diligence across the region. Past that shared floor, each program has its own strengths.

Only St Kitts has been running longer than Dominica, and most people still point to Dominica as the easiest of the five to qualify for.

Got a bigger family? Antigua & Barbuda tends to work out better financially, since its pricing covers more dependents before extra fees start piling on.

One thing sets Grenada apart: a clear path to the US E-2 Investor Visa. No other Caribbean program offers that, so if US business plans are part of your thinking, it’s worth a serious look.

Flexibility is where Saint Lucia wins. It runs some of the broadest investment routes in the region, bond option included — more on that just below.

As for St Kitts & Nevis, it’s the oldest of the five and carries the strongest passport ranking, but that comes with the toughest due diligence process going, mandatory biometrics and all as of 2026.

“Saint Lucia investment citizenship” and “St Lucia residency by investment” show up in search constantly. So this one gets its own section.

First, a quick fix for a common mix-up: Saint Lucia’s CBI program grants citizenship directly. It isn’t a residency track that later turns into citizenship. There’s no island-living requirement in between. You apply, you get approved, you’re a citizen. That’s likely why people search “residency by investment” for Saint Lucia. They assume there’s a residency step. There isn’t one.

The program runs through the National Economic Fund and offers a few paths in:

A straight donation to the NEF, with the amount set by family size

Approved real estate, held for a set number of years before resale

A government bond option. It’s less common, but it appeals to people who want some return rather than a pure donation.

Enterprise investment, putting money into an approved business project

A Saint Lucia passport opens visa-free or visa-on-arrival access to roughly 145 destinations. And like the other four programs, nobody checks whether you ever visit the island once citizenship is granted.

→ Check Your Eligibility for Saint Lucia Citizenship

How Much Does Caribbean Citizenship Actually Cost?

Two things drive the cost: how many people are applying, and what passport you hold now.

Family size matters first. Most programs set a base price that covers a single applicant or a family of up to four. Add a fifth person, or a parent, or a sibling, and each one adds its own fee. A family of five pays more than a single applicant, obviously, but the gap often runs bigger than people expect.

Nationality matters too, and this one surprises people more. Due diligence fees, processing costs, and sometimes even the base contribution can shift depending on your current passport. Some nationalities need more verification work on the government’s end, and that shows up in the final cost.

So there’s no single number we can give you here that would actually mean anything. Thresholds change. Family situations vary. Nationalities vary. The best move is a direct conversation with our team. We’ll pull current figures for your actual situation instead of handing you a number that might already be outdated.

Most applications take four to eight months, start to finish. Three things decide where you land in that range: the program you pick, how fast you submit documents, and whether due diligence flags anything for a closer look. Clean applications move faster, same as most government processes anywhere.

Either way, compare that to five or ten years for standard naturalization elsewhere. It’s not close.

The Application Process

Paperwork varies a bit by program, but the general shape stays the same:

First, we go over your profile, your family, and your goals, and recommend the program that actually fits.

Next comes document collection — passports, police clearances, proof of funds — plus an informal risk check before anything gets submitted.

The application then goes in through a government-licensed agent. There’s no applying directly; it has to run through an authorized channel.

From there, the government’s Citizenship by Investment Unit runs its background checks, sometimes alongside outside due diligence firms.

Approval in principle comes next.

Then you complete the investment, whether that’s the donation or the real estate purchase.

Last step: citizenship gets granted, and your passport gets issued.

Documents You’ll Typically Need

Every applicant needs a passport, for starters. Add birth certificates, marriage certificates if they apply, and police clearance from everywhere you’ve lived long-term — apostilled or attested. Then there’s proof of funds, usually bank statements, a medical certificate (most programs require one), passport photos, and often a CV or written summary of your professional background.

For UAE and GCC-based applicants, attestation is usually the slow part. You’ll need to legalize documents through the Ministry of Foreign Affairs, then again through the receiving country’s process. Start this step early. It’s the one most likely to stretch out your timeline if you leave it for later.

Common Mistakes and Misconceptions

Thinking you’re literally buying a passport with no questions asked is a big one. Not true. Real vetting happens, and applications do get rejected when due diligence raises concerns.

Then there’s the assumption that all five programs cost the same. They don’t. For a larger family, the gap between the cheapest and most expensive option can add up fast.

Budgeting off a single-applicant figure trips people up too, especially once they remember they’re actually bringing a family of five. The number changes quickly once you add dependents.

Saint Lucia’s program gets mistaken for a residency-first route a lot. It’s not. Covered this above already, but it’s worth repeating since the mix-up is so common.

Unlicensed agents are another one. All five governments require applications to go through an authorized agent, and skipping that step, or using someone who isn’t licensed, causes real problems down the line.

Attestation timelines catch UAE and GCC applicants off guard more than anything else on this list. That step, not government processing, is usually the actual bottleneck.

It’s not idle curiosity anymore. Remote work has made relocation easier, mobility trends are shifting, and a growing number of GCC-based professionals (Gulf nationals and the region’s large expat population alike) are looking for a second base in Europe. 2026 has turned into a genuinely active year for this kind of planning.

The hard part isn’t deciding you want a European residency. It’s working out which one suits your situation. Portugal, Spain, Malta and Greece all run several programmes at once, and the requirements, costs and timelines differ a lot depending on whether you’re retiring, working remotely, running a business, or investing. This guide covers what’s actually open to UAE and GCC residents right now, including the region’s large expat community, without dressing it up.

Why UAE and GCC Residents Are Exploring European Residency

Gulf residency systems do their job well, but there’s a ceiling to what they offer. Residence visas across the UAE, Saudi Arabia, Qatar and the wider GCC are tied almost entirely to employment, property ownership, or running a business. Millions of expats build their lives here under that arrangement, and it stays temporary by design. It doesn’t lead to citizenship. Even for Gulf nationals, it doesn’t open up the right to live and work freely across dozens of other countries.

A European residency fills that gap. Here’s roughly what it offers:

Visa-free movement across the Schengen Area’s 29 countries, instead of applying each time

A route toward permanent residency and, eventually, citizenship – something most Gulf systems simply don’t offer, no matter how many years you’ve lived there

Access to EU healthcare and education systems for your family

A legal foothold outside the Gulf that works as a genuine backup plan, whether that’s for business, your kids’ university options, or just lifestyle

Tax planning that can work in your favour, depending on the programme

For a lot of professionals, business owners and investors across Dubai, Abu Dhabi, Riyadh and Doha, this isn’t really about leaving the Gulf at all. It’s about having an option they currently don’t – which matters most for expats whose entire legal standing in the region depends on staying employed or sponsored.

European Residency vs. a Schengen Tourist Visa

Worth clearing this up early, because people mix the two up constantly. A Schengen tourist visa lets most GCC-based travellers enter Europe visa-free, or on a short-stay basis, for up to 90 days in any 180-day period. Fine for a holiday. But it gives you no right to work, no route to permanent status, and no protection if entry rules get stricter down the line.

A residency permit works differently. It lets you legally live in the country – and often work or run a business there – for an extended stretch, usually one to five years to start, renewable after that. Time spent on it generally counts toward permanent residency and citizenship. Stamps in your passport from tourist trips never will.

Greece’s Golden Visa is still one of the more accessible EU investment routes, though the rules got more location-dependent after changes introduced in 2024 that carried through into 2026.

The threshold now depends on where the property sits:

€800,000 in high-demand areas: Athens (all of Attica), Thessaloniki, Mykonos, Santorini, and islands with over 3,100 residents

There’s no minimum stay requirement to keep the Golden Visa active, which is part of why it appeals to GCC-based investors who want EU residency without moving there full-time. It runs as a five-year renewable permit and covers spouses, children, and parents on both sides at no extra investment.

Digital Nomad / Remote-Work Routes

If retirement or heavy investment isn’t the plan, the digital nomad category is often the most realistic way in – especially for the large number of remote-working expats already spread across the UAE and GCC. Portugal’s D8 and Spain’s Digital Nomad Visa work on the same basic logic: show your income comes from outside the country you’re moving to, meet the income floor, and demonstrate you’re not going to compete for local jobs.

These routes tend to be faster and cheaper to qualify for than the investment paths. The trade-off is that the status is usually a bit more limited on the settlement side until it converts into permanent residency.

Investment-Based Residency

For UAE and GCC residents with capital ready to deploy – and there’s a real number of Gulf nationals and established expat business owners in that position – investment-led “golden visa” style programmes are still live in Greece and Malta. Spain’s real-estate route is gone since 2025, and Portugal’s Golden Visa now leans mostly toward fund investments rather than direct property purchase.

The pitch is straightforward: no need to relocate right away, family included, and a direct route into Europe through capital rather than proving passive income or employment. The cost is higher up front than the passive-income or remote-work categories, and due diligence has gotten stricter across the board in 2026.

Family Relocation Options

Almost every pathway above allows family to come along, but the fine print varies. Spouses are covered nearly everywhere. Dependent children are usually included up to 18, sometimes stretching to 21 or beyond if they’re still studying full-time. Parents, and in some cases grandparents, can be added under certain programmes – Malta’s MPRP goes furthest here, while Portugal and Spain stay more limited on extended family.

This tends to matter a lot for GCC-based expat families, many of whom currently have parents or in-laws living with them locally under Gulf residency rules that don’t offer the same long-term arrangement.

Getting Started: Documents and Application Basics

Whichever pathway you go with, most applications from this region ask for a similar core set of documents: a valid passport, proof of legal residence in your GCC country (Emirates ID, Saudi Iqama, Qatar ID or equivalent) if you’re an expat applicant, a police clearance certificate that’s been apostilled or attested, proof of income or funds, valid health insurance, proof of accommodation, and attested birth or marriage certificates for any dependents.

Applications generally go through the destination country’s consulate, embassy, or an authorised visa centre such as VFS Global, based in your country of residence. One thing worth knowing upfront: it’s your nationality, not your Gulf residence status, that usually sets your visa category and requirements. An Indian, Filipino, British or South African national living in Dubai applies based on their own passport, not their UAE residency – though a handful of nationalities need extra consular steps regardless of how long they’ve called the Gulf home.

Document attestation is usually what eats the most time in the whole process. Starting that early is one of the simplest ways to keep your timeline on track, no matter which country you’re heading to.

How to Choose a Pathway Based on Your Profile

Got significant capital and want a hands-off route with no obligation to relocate? Look at Greece’s Golden Visa or Malta’s MPRP.

Want to bring extended family – parents, grandparents – under one application? Malta wins here by a clear margin.

There’s no single right answer across the board. It comes down to matching the pathway to your actual finances, timeline and family setup, whatever your nationality or years in the region.

Underestimating attestation timelines. Documents often need MOFA attestation at home plus legalisation at the destination, and that can take weeks.

Picking a country because it’s popular rather than because it fits.
Working from outdated thresholds. Income and investment figures move every year – Spain’s digital nomad minimum, Portugal’s D7 threshold, and Greece’s zone-based property minimums have all shifted during 2026.
Assuming Gulf residency carries weight in the European application. It generally doesn’t. Nationality drives the requirements, not years spent in the UAE or GCC.

If you’re living in the UAE, Saudi Arabia, Qatar, or elsewhere in the Gulf and have been researching the Portugal Golden Visa, you may have noticed conflicting information online. That’s because the programme has gone through real changes in the past two years, and a lot of older content hasn’t been updated to reflect them. This guide covers where things stand in 2026 — for both GCC nationals and the large expat population living across the region — so you can make a decision based on the current rules rather than outdated ones.

A quick but important note before we go further: “GCC-based” and “GCC national” are not the same thing. Most of our clients are expats — Indian, Pakistani, Filipino, British, and other nationalities — living and working in the UAE, Saudi Arabia, or elsewhere in the Gulf, rather than citizens of GCC countries. Your starting point for a Portugal application (entry requirements, documentation, processing steps) depends on your actual passport/nationality, not your country of residence. Anything below that references visa-free entry or reciprocal arrangements applies based on your nationality, not simply where you live — always confirm your specific entry requirements to Portugal based on the passport you hold.

The Short Version

The Portugal Golden Visa is still active and still one of the more attractive residency-by-investment routes available to residents of the GCC — whether you’re a Gulf national or an expat based in the region. But two things have changed that matter a great deal if you’re comparing your options:

Real estate no longer qualifies. You can no longer invest in Portuguese property to obtain the Golden Visa.

The citizenship timeline has shifted. Under Portugal’s new Nationality Law, most non-EU applicants — which includes the vast majority of UAE-based investors — now wait longer to become eligible for citizenship than earlier applicants did.

Neither change eliminates the programme’s appeal, but both affect how you should plan around it.

What Investment Routes Still Qualify

With the real estate route closed, investors applying from the GCC — regardless of nationality — now have four main paths to qualify:

Regulated investment funds — a minimum investment of roughly €500,000 into a qualifying Portuguese investment fund. This is currently the most commonly used route among Gulf-based applicants, since it doesn’t require property management from abroad.

Cultural donation — a contribution of at least €250,000 toward approved arts, culture, or heritage projects in Portugal. This is the lowest-cost entry point into the programme.

Research funding — investment in scientific research activity conducted by public or private research institutions in Portugal.

Job creation / company capitalisation — investing in the creation of at least 10 jobs, or capitalising a Portuguese company that creates or maintains jobs.

Each route has its own documentation requirements and risk profile. Fund investments, for example, need to be checked against Portugal’s regulator (CMVM) to confirm the fund manager is properly licensed — this is a step worth taking seriously, since not every “Golden Visa fund” marketed to Gulf investors is structured the same way.

The Physical Presence Requirement Hasn’t Changed — And It’s Still Minimal

This is one of the programme’s biggest draws for GCC-based applicants — nationals and expats alike — who don’t want to relocate immediately: the stay requirement remains light.

7 days in Portugal during the first year

14 days in each subsequent two-year period

You are not required to become a Portuguese tax resident, and you don’t need to give up your life in the Gulf to maintain your status. This makes the Golden Visa functionally different from a work visa — it’s closer to a long-term optionality play than a relocation programme.

What Changed With Citizenship Timelines

This is the part causing the most confusion right now, so it’s worth being precise.

Under Portugal’s Nationality Law reform passed in 2026, the path to citizenship depends on your nationality — not your country of residence:

7 years for EU and CPLP (Community of Portuguese Language Countries) nationals

10 years for all other nationalities — which covers the vast majority of our clients, whether they hold a UAE, Saudi, Indian, Pakistani, Filipino, or other Gulf-region passport

This is longer than the 5-year timeline many older articles still quote. If citizenship — not just residency — is your end goal, this is the single most important number to plan around.

Permanent residency, by contrast, is still achievable after 5 years, and once granted, it’s no longer tied to maintaining your original investment. You’ll also need to demonstrate basic Portuguese language ability (A2 level — roughly conversational) when you eventually apply for citizenship, though not for the initial Golden Visa or its renewals.

Who Is This Still a Good Fit For?

Based on what we see from clients across the GCC, the Golden Visa in its current form tends to make the most sense if:

You want EU residency and Schengen mobility without relocating immediately

You’re comfortable with a fund, donation, or job-creation investment rather than property

Your priority is long-term optionality (a “Plan B”) rather than fast citizenship

You can commit to the minimum stay requirement for 5+ years to eventually reach permanent residency

It’s a weaker fit if your primary goal is the fastest possible path to a second passport, or if you specifically wanted the real estate route for its own sake — that door has closed, and comparing Portugal against other programmes (such as Malta, Greece, or Spain’s non-lucrative visa) is worth doing before committing.

A Word on Fund Investments

Because real estate is off the table, most GCC-based applicants are now funnelled toward regulated investment funds. Before committing capital to any fund marketed as “Golden Visa eligible,” it’s worth confirming independently:

The fund manager is registered with Portugal’s securities regulator (CMVM)

The fund’s structure actually qualifies under the current Golden Visa rules — marketing language doesn’t always match legal eligibility

The fee structure and expected liquidity timeline, since these funds typically lock up capital for several years

This is an area where getting independent guidance before signing anything makes a real difference, given how much marketing noise exists around Golden Visa-eligible funds.

Next Steps

If you’re weighing the Portugal Golden Visa against other European residency options, the right choice depends on your specific goals — timeline, budget, whether citizenship or residency is the priority, and how much administrative complexity you’re willing to take on.
